Shown is a charioteer (note the flimsy, wickerwork chariot, which goes way faster than the Ben-Hur movie models, but is also more prone to naufragium, (ship)wreck) of either the russati (red) or the veneti (blue) circus faction, depending on whether you go by the arms or the torso. Circus factions during those days were highly fanatical affairs, and riots between them not uncommon.
